Leading by the Nose

For humans, walkable neighborhoods and commercial hubs reward strolling with varied architecture, safe street crossings, and a mix of things to do and see on foot. For dogs, there is a much larger world of scent. Can our canine companions guide us to a richer walking experience?

Dogs and other animals understand sidewalks and parks not as visually ordered settings but as shifting islands and drifts of smells. When we humans step out the door, it’s basically the same outdoors we left behind. But for the dog with us on a leash, a street is like a flowing stream filled with the scent trails of passing people and dogs. It’s an ever-changing place.

In 2003, I adopted a yellow Labrador named Samson from the Hennepin County Humane Society. When I first saw him, he struck me as quiet and observant as he sat there upright, regarding the other dogs as they barked and whimpered. For years, Samson spent his days sitting Sphinx-like on the front steps, left paw crossed on right, surveying passersby. He became famous among the neighbors for wanting to sit outside even on the coldest January days.

Samson loved meeting people and other dogs. He was a natural greeter, but we found little social life along the roads and subdivisions of our Lake Minnetonka neighborhood. And because I myself was more interested in architecture than in exercise, I often found our walks boring. But Samson and I both needed exercise and to get outside for strolls. Over the years we developed a set of alternative suburban environments that made sense for both of us.

Instead of walking by lawns and large houses, we got in the car (a thrill for Samson) and drove to denser places where we could do the things we liked, such as: smelling other dogs, visiting antique shops, sniffing sidewalk trees, and sitting in outdoor cafés while greeting people and watching traffic. We often went to downtown Excelsior, a 19th-century town where we could do all of these things. But we also made new discoveries. For some reason, Samson loved outlet malls, perhaps because the long sidewalks afforded him the chance to meet a lot of people.

I took him to Tonkadale Greenhouse and other nurseries where we could walk among the plants in winter, admiring shoppers could pet him, and we could take in the fragrances and humidity. In summer, we went to public docks on Lake Minnetonka, where Samson greeted those departing from the tour boats. Seniors and teenage girls particularly loved him.

TALKING SCENTS

In her collection of essays On Looking: Eleven Walks with Expert Eyes, Alexandra Horowitz takes us along on eleven treks, mostly in Manhattan, with experts in a variety of different fields—graphic design, geology, entomology, and so on. Another one of the experts is her dog Flip, who reminds me of a more citified version of Samson.

Horowitz is a cognitive psychologist who writes extensively on dogs and how they perceive the world. In describing her walk with Flip, she notes that “smell, like memory, is entirely personal. It cannot be shared with the ease that an image, rendered in ink or oils, can be experienced by hundreds of millions of viewers.”

Smells are not easily communicated in words; we humans have only vague olfactory classifications such as “sweet,” “earthy,” or “pungent.” But dogs like Flip and Samson experience nuanced smells in thousands of variations. They may not have a word for each, but they have recognition all the same. For dogs, smells form an unfolding map of information about specific places and other animals and people. “Their world has a topography wrought of odors . . . the landscape is brightly colored with aromas,” writes Horowitz.

When touring a neighborhood, we humans use visual classifications such as “late Victorian” or “New Urbanist.” Dogs, of course, could care less. From my walks with Samson, I learned more about the experiences that mattered to him, and, in doing so, I began to appreciate suburban landscapes in a different way.
I learned that busy places like Main Streets and public parks have a smell history. Huge parking lots can be bleak for all. Samson and I agreed that big-box stores and malls were the worst—visual and olfactory deserts unsuitable for a hike. But a parking lot at Arby’s could be a sacred place.

At least it was for Samson, who generally refused to leave after we sat on the grassy suburban berm and shared a bag of curly fries. After snacks, I would walk with him around the building—along the lane leading to the drive-thru, past the drive-thru window (with faster sniffing because much is dropped there), and around to the back where the exhaust fans are (a kind of climax). This circuit never tired him, and he would tug billy-goat-like on the leash when I tried to get him back into the car. Inevitably, I would have to pick him up, all 75 pounds, and dump him in the backseat.

A dog can sniff fast when there is much to take in, like at a drive-thru window—up to seven times per second. Humans can only take in a new scent about once every two seconds. We have about five million olfactory sense receptors; a bloodhound can have 300 million. A dog can gauge a smell’s strength by its variance between nostrils.

Samson and I had many kinds of walks, the hardest being the “process of elimination” at 7:00 on January mornings. When it was 20 degrees below zero, he always sniffed too long. But sometimes we both liked to linger in a place. We might sit in a park, Samson sniffing with darting nose the scents of other dogs flowing from upwind. With my eyes and ears, I observed things too—where people gathered, the shouts of children, and impromptu soccer games on an open patch of grass.

TAKING THE TIME

In an interview with the National Canine Research Council, Horowitz put into words what I intuited from Samson: We need to value our dogs’ “dogness.” This “means appreciating that they get bored, and working to give them things to do; it means celebrating their perceptual abilities, and letting them smell the well-marked spots at length,” she explained.

By following our canine companion’s lead, we two-legged animals can rediscover important things—the fragrances of childhood, so deeply implanted that they seem like they occurred only yesterday. From my walks with Samson, I recalled the smell of leaves burning on an October afternoon; the peonies in June that my mother floated in a crystal bowl; what a pumpkin smells like when you carve it. No matter how boring a place may seem, a dog can open up a new journey. If I’d never had my walks with Samson, I may never have lingered, pausing to discover scents and other creatures hidden in a world we mostly see.

Let’s Stop Letting Starchitects Ruin College Campuses

College tuition has been on the rise for forty years, with no signs of leveling off. This means that more students are graduating with loans, and a lot of them — in 2013, 70% left school in debt, with an average owed amount of $28,000. But rather than cutting costs, colleges are spending more and more money on their exterior aesthetics. This practice is part of what Washington Monthly calls the “prestige racket,” in which universities hire big-name architects to design “upscale” campus buildings in an attempt to attract students.

One of the boldest examples comes from the University of Cincinnati, which has enlisted a “murderers’ row” of architects to redesign their campus, including Frank Gehry, Michael Graves, Peter Eisenman, Bernard Tschumi, and Thom Mayne. This adds up to a lot of shiny new buildings, including the crown jewel – Mr. Mayne’s exorbitant $112.9 million Campus Recreation Center, which opened in 2006. But there’s even more in the works: UC’s Department of Athletics has requested a $70 million renovation of the basketball arena, which, if approved, will open in 2017.

To support all of this construction, the college has taken on a massive debt load, currently around $1.1 billion. The school has also experienced dramatic spikes in tuition, while its professors earn salaries that rank far below those at similar research institutions. As more and more of that money goes to debt service, students take the hit. The average UC student leaves with $23,000 in debt, and that number could be closer to $30,000 for those on the more expensive (and flashy) main campus. And as they are taking on more and more debt, they are receiving less and less from the school itself. According to The College Fix, between 2005 and 2013, academic spending per full-time undergraduate student at UC dropped 24 percent.

Once the architect leaves, the academic community is left to deal with the fallout of buildings that don’t just  ignore their surrounding contexts, but also frequently overlook basic construction principles. Notably, MIT sued Frank Gehry when his $300 million Stata Center made headlines not for its eye-catching deconstructivist design but for the “pervasive leaks, cracks and drainage problems that have required costly repairs.”

Gehry isn’t the only “starchitect” guilty of construction problems: At Cornell University, one architecture professor has taken it upon himself to document continuing structural issues in Rem Koolhaus’s Milstein Hall, which has “egregious code violations.” Indeed, Cornell has had a string of bad luck with big-name architects, suing I.M. Pei for “architectural malpractice” that led to “structural deficiencies, roof cavities, ceiling cracks and other flaws” at the Johnson Museum of Art.

Down south, Florida Polytechnic dropped $60 million on a new Innovation, Science, and Technology building designed by Santiago Calatrava, who is as famous for his budget overruns as he is for the quality of his architecture. That project made Slate’s “11 Worst Buildings of 2014” list for violating “possibly every tenet of good planning and design in 2014.”

The back of the PPS office gives a fine view of the irregular geometry that defines the Thom Mayne-designed Cooper Union academic building, which was completed in 2009. Although lauded by the critical establishment for its “bold, aggressive profile,” it has received criticism from every other angle for driving the school into debt, so much so that it had to start charging tuition for the first time in its 150-year history. (Funds for the $166 million building did not come from donors, but rather through a mortgage, at a 6% interest rate.) Taking up an entire city block, the structure breaks up the neighborhood with its massive concrete supports and a series of surrounding (and uncomfortable) benches. The building’s street level is abysmal –  clearly an afterthought for an architect far more concerned with how his buildings will be received from afar. Paying no attention to the “architecture of place,” the building is situated uncomfortably amidst historic East Village landmarks. A fitting symbol, perhaps, of a neighborhood that is being gradually erased through over development and gentrification.

Cooper Union is already one of the most selective undergraduate institutions in the world, so they certainly didn’t need to make a grand statement in order to attract more students. Both the school and the community would have been better served had the institution spared some of the $166 million they spent on the building and erected a simpler structure. There are a lot of losers here: the students who must now pay tuition; the institution’s founder Peter Cooper, whose philosophy that education should be “open and free to all” has been compromised; and PPS employees who have to look at the damn thing every day. But the biggest loser is the surrounding community, who have lost a key link in their place network. The building stands as a tangible marker of this loss, and hopefully as a warning call to other institutions who still believe that a big-name architect is a valuable investment.

It’s time to start thinking of our campuses as places


Where do we think universities should spend their money instead? As former PPS staff member Phil Myrick has written: “Billions of dollars go into building facilities that hide their assets behind blank walls. If a tiny part of the investment was directed to bringing the building program to the outside, it would make a vast difference on people’s experience of the campus.”

Universities need not cease new construction altogether, but students, faculty, staff, and administration would all be better off if new buildings were required to be integrated into a larger conception of the campus as a public commons (in light of ongoing anti-racism protests on campuses, it is more important than ever to ensure that public spaces are available to foster debate). The first step in creating this vision is a placemaking plan, created with all of the stakeholders (students, faculty, staff, administration, the community) to determine how the campus’s built environment can best serve everyone. This input can then be organized into a public space master plan for the campus, which can dictate how buildings interact with the spaces around them.

A great example of a campus that is building itself around its common spaces is Harvard University, where PPS has worked for the past ten years on various projects. In 2008, the university established a “Steering-Committee on Common Spaces” to drive new activity and life to under-utilized sections of campus. “Imagine places where classroom conversations and debates are continued informally, places where serendipity leads to discovery” said committee member Evelynn Hammonds, describing the space. “This kind of community interaction holds great promise.”

The program at Harvard has been a resounding success, especially in “The Plaza,” a one-time “pass-through” route that has been turned into a thriving destination. It has become a lab for experimentation, hosting at various points a skating rink, markets, fire pits, a “Plaza Pet Therapy Zoo,” and much more. The program shows what is possible when a university dedicates itself to building its campus around places, and institutions everywhere should be taking notes.

Many institutions of higher education have a limited pool of funds, and when they spend unwisely the entire academic community suffers. Students pay higher tuition, faculty members are paid less, and the residents of surrounding neighborhoods lose a potential gathering space. But more than this, universities don’t need expensive buildings to attract students. Potential students visiting the school likely won’t remember the buildings themselves, they will remember the quality of its public spaces and how people were interacting in and around them.

Campuses that encourage sociability through an architecture of place will come out on top, and save money to boot. It’s time to scale back on pretentious starchitect-designed campus buildings and start spending more time thinking about the role of the university itself, and the the public spaces therein, to nurture the social, intellectual, and cultural life of our students and future leaders.

Two Views of the Condition of American Cities

Remarkably, the past week saw the release of two major publications detailing the condition of American cities, both from respected authors but each taking a very different view of things. Let’s compare them. (Warning: this is not a short blog post; there is too much meat in these publications to address glibly.)

The glass is mostly full, and it’s exciting

First up is the eagerly awaited The Metropolitan Revolution: How Cities and Metros Are Fixing Our Broken Politics and Fragile Economy, by the Brookings Institution’s Bruce Katz and Jennifer Bradley. (Full disclosure: I know and like Bruce, and am a huge fan of the work that he and his colleagues have been doing for well over a decade at Brookings.)

This is a very upbeat book. It argues that, in the 21st century, metropolitan regions provide the true scale of “cities,” not the archaic boundaries that separate formal jurisdictions from each other. I couldn’t agree more: we sometimes have to work with political jurisdictions to get things done, but neither economic nor environmental factors respect those boundaries. Indeed, Katz and Bradley go so far as to argue that there is no “American” economy; to the extent that a national economy exists, it is a composite of metropolitan economies.

Moreover, the authors posit, cities and metros are the true economic leaders, especially in the post-recession, still-recovering economy. They are no longer waiting for a dysfunctional federal government or inconsistent and fickle state governments to assert leadership. Indeed, much of the new energy in our economy isn’t about political institutions at all, but rather about other kinds of leadership, about networks. The result is that cities and metros are happening, and Getting Things Done:


The real, durable reshaping is being led by networks of city and metropolitan leaders—mayors and other local elected officials, for sure, but also heads of companies, universities, medical campuses, metropolitan business associations, labor unions, civic organizations, environmental groups, cultural institutions, and philanthropies. These leaders are measuring what matters, unveiling their distinctive strengths and starting points in the real economy: manufacturing, innovation, technology, advanced services, and exports . . . They are remaking their urban and suburban places as livable, quality, affordable, sustainable communities and offering more residential, transport, and work options to firms and families alike. And they are doing all these things through coinvention and coproduction.”

Katz and Bradley cite example after example of the Creative Class – knowledge-based and new-technology workers – bringing a new era of accomplishment. The passage below, although a bit long for the usual blog post, is very worth reading to get the positive, enthusiastic tone of the book with regard to both the economy and the environment:

“With innovation the clear driver of economic growth and productivity and federal innovation funding at risk, metros like New York are making sizable commitments to attract innovative research institutions, commercialize research, and grow innovative firms. With human capital the necessary ingredient for successful firms and places, metros like Chicago are overhauling their community college systems to ensure that students are trained for quality jobs that offer good wages and benefits. With infrastructure the platform for global trade and investment and no national freight policy in place, metros like Miami and Jacksonville are modernizing their air, rail, and sea freight hubs to position themselves for an expansion in global trade.

“With companies and consumers demanding communities that are more spatially efficient and federal funding for transportation uncertain, metros like Los Angeles, Denver, and Chicago are largely self-financing the building and retrofit of their own transit systems. With global demand rising and the future of federal trade policy unclear, metros like Portland, Syracuse, and Minneapolis–St. Paul are reorienting their economic development strategies toward exports, foreign direct investment, and skilled immigration.

“With the world undergoing a systemic shift toward sustainable growth (a third industrial revolution) and federal energy and environmental policies under siege, metros like Seattle and Philadelphia are cementing their niches in energy-efficient technologies. And with immigration altering the social fabric of American society and national immigration reform seemingly impossible to achieve, metros like Houston are taking innovative steps to integrate tens of thousands of new immigrants into economic and community life.”

The theme is clear: our cities aren’t deferring to other levels of government, and they certainly aren’t waiting for the feds and some states to get over their current partisan paralysis. This is what Katz in Governing called “the synergy between enterprise and the ecosystem.”

I can relate to aspects of this in my own career. I began it as someone quite enamored of the potential of public policy to get things done, particularly at the federal level. Indeed, I still believe strongly in the importance of federal and state regulation to guard against excesses of business, and in government support for innovative private action. Business frequently lacks economic motivation to do the right things for the environment and for human welfare on its own.

But, if that is still frequently true, it is no longer always true. Today, in many cases business interests do align with the public interest in a clean, fair and healthy environment. Regulation, while important to prevent bad activity, has seldom been good at advancing innovation (though it has been sometimes). Today, I personally find more excitement and potential for accomplishment by working directly with the more creative parts of the private sector, on the ground in neighborhoods and metropolitan regions.

Regions, say Katz and Bradley, provide the right scale for innovation. The Metropolitan Revolution puts it succinctly:

“Cities and metros aggregate people and places in a geography that is large enough to make a difference but small enough to impart a sense of community and common purpose.”

Even in places such as Detroit and northeastern Ohio, Katz and Bradley are finding reason for optimism.

I, too, am optimistic about cities and metros, for many of the same reasons that the Brookings authors cite. I also see a resurgence in the growth of inner cities and suburbs, a slowing of suburban sprawl, and demographics that are only going to strengthen urban places. The road will be bumpy in some places, and care will have to be taken to ensure that benefits flow to all sectors of society, but all the trends are in the right direction. I confess that I haven’t yet read all of Katz and Bradley’s book – I was limited to the portions that were made available to the press in advance of formal publication – but I like what I have seen so far. A lot.

The glass is draining quickly, and it’s worrisome

One gets a far less robust picture of the condition of American cities from State of the City: 5 Trends Impacting America’s Cities, released on Monday by Living Cities, a consortium of philanthropic institutions working “to improve the lives of low-income people and the cities where they live.”

Here are the five trends detailed in the report:
  • Fiscal strain is causing city governments to reduce services and scale back capital investment.
  • Failing infrastructure is inhibiting economic growth, sustainability and overall mobility of goods, people, and information.
  • Stagnant educational outcomes have implications for talent production, attraction and matching to jobs.
  • The changing economic landscape is creating unemployment and shifting centers of job creation.
  • The collapse of the housing market and the tightening of the rental market are creating material pressure on household economics and the health of communities.
In other words, where Katz and Bradley see excitement, innovation, leadership, and economic recovery, Living Cities sees declining city services, crumbling infrastructure, a failing educational system, unemployment, and struggling households.

The purposes of the two reports are quite different, explaining part of the differences in tone. The Brookings Metropolitan Center, which Katz heads, has for years been stressing that we now live in a metropolitan world, not an “urban” one, and The Metropolitan Revolution is designed, in part, to strengthen that case. State of the City (courtesy of Living Cities)Living Cities, by contrast, is focused on poverty, and only incidentally on the larger economy. And, as a philanthropic collective, it may be stressing (more by implication than direct language) where philanthropy might spend its resources to produce the greatest results from limited resources. If The Metropolitan Revolution emphasizes the creative class and innovation, State of the City emphasizes the plight of those left behind by the creative class and innovation:



“Many books and organizations have emerged touting the key role of cities in building tolerance among people, spurring economic growth nationally, and accelerating new ideas that improve how we live. The level of attention being paid towards American cities is long overdue, but noticeably absent from these conversations is the fact that low-income people face tremendous hurdles to accessing the opportunities that cities create.”

Among the more specific details cited by Living Cities are these:
  • City budgets are strained particularly by rising health care and pension costs, and rising costs for maintenance and repair of water, electric, sewer, and transportation infrastructure.
  • Our educational system is broken, its dysfunction compounded by a changing workplace whose skill needs are evolving too rapidly for schools to catch up (“the skills we’re teaching people are not necessarily the skills the global workforce demands. This skills/job mismatch trend, therefore, must be considered an extension of the education trend. We can no longer rely on the outdated education and worker training systems that no longer consistently lead to employment opportunities”).
  • At the same time as lower-income citizens struggle to afford for-sale housing, there is an undersupply of rental properties, ”as multifamily home production is at its lowest in 17 years.”

The report is surely correct in observing the near-tautology that economic hardships fall disproportionately on lower-income Americans. For the most part, it does not address environmental issues, but it does discuss inefficiencies in public transit service. And Living Cities doesn’t shy away from controversy, attacking rail transit investments as siphoning resources away from buses, for example, and asserting that “low-income transit riders tend to live further from the urban core, resulting in less access to transportation.”

As an advocate of both bus and rail transit, I don’t share the implication of the first assertion that the two are inexorably in competition for the same dollars; in fact, some research suggests that the two have synergistic rather than competitive impacts, with cities with the most rail service also having the most bus service. As to the latter, lower-income transit riders in the far suburbs do face ridiculously bad service in many cases. In and around Washington, DC where I live, for example, lower-income residents tend to live on the east side of the inner city and in the eastern inner suburbs, while higher-income residents live to the west, both within the city and in the far suburbs; it’s not about who lives closest to the core. These quibbles aside, I certainly don’t dispute that our nation’s dispersed land use patterns and limited public transit systems create gross inefficiencies in travel time, distance and convenience for transit-dependent Americans.

The report observes that many of the challenges faced by cites and their lower-income residents are due to or profoundly influenced by large social and economic forces, and are so fundamental that new, more systemic approaches are needed to achieve reform. Indeed, Living Cities has some sharp words for the place-based world of community development, which it seems to view as largely obsolete in today’s world. These is from the report’s lead paragraphs:

“In the decades following World War II, the challenges the urban poor have faced in the U.S. have primarily been blamed on geographic isolation in blighted neighborhoods. Conventional wisdom had it that if leaders improved such neighborhoods — by upgrading buildings, attracting employers, and delivering programs to strengthen the social fabric — residents’ opportunities and incomes would improve as well . . .

“However, the world has drastically changed over the past few decades. Jobs that once flourished in downtown factories and offices have moved beyond city limits to the suburbs and abroad; technology has changed how people interact and what defines community; and poverty is no longer concentrated solely in the urban core, with failing schools, foreclosed homes, and high unemployment rates plaguing all communities.

“Despite this reality, the community development sector has failed to keep up with these enormous changes. . . . Place-based efforts, while beneficial to some, are not sufficient to reaching the scale necessary to fix these broken systems.”

I know from personal conversations that this point of view is not limited to Living Cities. I’ve heard it from at least two other largephilanthropic institutions.

The report is less clear on what new remedies should be addressed to these new realities, though at the end of the discussion of each trend it includes brief mentions of “emerging responses” that, if not sweeping, are innovative.

The glass is murky, but maybe brighter than in the recent past?

I have really struggled with how to comment on these disparate views of cities. There is truth in both views, I think, but where does that leave us?

homebuilding for low-income residents in Payson, UT (courtesy of Local Initiatives Support Corporation)I’ll start by saying that I’m not sure the shot at place-based community development is entirely fair, even though I’ll concede that it seems to be gaining currency in the philanthropic field. While I couldn’t agree more that we require systemic change to address chronic poverty (and, for that matter, a deteriorating environment), and that the geography of socio-economic challenges is changing, in my opinion we continue to need place-based efforts as well. Indeed, it’s possible to simultaneously address places and systems, for example, through an instrument of change such as LEED for Neighborhood Development, which provides aspirational but achievable standards for better development in particular places; LEED-ND at its core is a system designed to affect positive change, but it operates in particular places. Some are using the system in its traditional (and somewhat complicated) role of certifying new development, but its greater power may lie in more creative applications, as model standards for municipalities and as an informal planning framework for distressed neighborhoods.

LEED-ND is now in the implementation stage, both formally and informally, and it is critical that it be deployed and evolved in a way that establishes models for better living conditions where poverty exists, be it in inner cities or suburbs. The establishment and spread of those models then becomes systemic change.

The same is true, by the way, for the Green Communities program of Enterprise Community Partners (disclosure: I worked on both LEED-ND and Green Communities), which sets voluntary criteria for greening affordable housing. It has proved enormously useful in providing lower-income families with healthier and more environmentally sustainable homes, but it has done so through the instrument of community development in particular places. The work that another major supporter of community development, the Local Initiatives Support Corporation, has done with NRDC to reconceive low-income neighborhoods around principles of green development is enormously exciting. Yes, we’ve worked in particular places, but the idea is to establish models that can be applied more broadly. Neither LEED-ND nor Green Communities is mentioned in the report, even as “emerging trends.”

(On the latter point, the report cites with approval HUD’s Choice Neighborhoods program, which addresses the needs of communities with multi-faceted approaches.) Absolutely, and kudos to Living Cities for saying so. But let’s don’t write off the model. Personally, I see a lot of positive energy in the field right now; I don’t see it as obsolete or lacking approaches that can achieve scale.

I also think there are risks as well as potential benefits in newer, more systemic approaches. I’ve been through enough funding cycles and strategic planning exercises to know how seductive broad, systemic reform appears, promising more “bang for the buck” from limited resources. And the strategy can deliver, at least in theory, when it works and works quickly.

But sometimes putting one’s eggs in the basket marked “systemic reform” can come at a price. The environmental community was delivered a lesson in political reality as a result of our devoting a large portion of our resources to a decades-long effort to secure systemic federal climate legislation that, for reasons beyond our control, ultimately proved unsuccessful. That was followed by huge philanthropic and environmental-community investment in hoped-for systemic reform of federal transportation law. That, too, produced less than optimum results. In the end, both of those efforts, which appeared promising when initiated, carried opportunity costs. (Both outcomes also strongly support Katz and Bradley’s central thesis that the federal government is too broken to be available any time soon as an instrument of change; philanthropies and NGOs alike are now struggling with what the right non-federal approaches are.)

It has been said that life is what happens while we’re making big plans. So we had better pay some attention to the here and now, too. Frequently, the best opportunities for change are going to come in places where the right ingredients are aligning for added value to make a difference. While we may not be able to afford to be anything less than strategic in choosing the right locations, we also may not be able to afford lengthy periods of concentrating on systemic efforts that don’t pan out while largely neglecting the local level.

Katz and Bradley make a very interesting point to the effect that the strengths and innovations that can emerge in Pittsburgh will likely be very different than those that emerge in, say, San Diego. How can groups like the one I work for – and indeed, Brookings, and the partners in Living Cities, too – harness that innovation to the right social and environmental ends? In a lot of cases, it will be because of ingredients that first exist in a particular place and time, and then spread from there.

All that said, it’s hard to disagree with the well-documented problems cited by Living Cities in its report. Anyone unaware that the US public educational system is horribly broken, for example, simply hasn’t been paying attention. Although I am paid to advocate for the environment first, I’m not sure there is a more important problem for either innovation or philanthropy to help solve. (Heck, I believe that inferior city education is an environmental problem.) Too many of our disadvantaged kids are losing ground compared to affluent kids, and nearly all of our kids are losing ground compared to those in other countries.

I don’t disagree with other big trends, either – diminishing municipal capacity, aging infrastructure, unemployment, household strain – but those problems are so daunting that I’m not sure they are soluble by an exclusively big-picture approach. I keep coming back to experimentation, innovation, and the propagation of models that are locally developed.

When you come down to it, the folks at Brookings know a lot more about the new metropolitan economy than I do (though I know more than a little), and the folks at Living Cities know much more about poverty and community development than I do (though, again, I know more than a little). Who is right? Should we be optimistic about the future of cities, or pessimistic? I’m notorious for being the latter – I’m always convinced my favorite sports teams will lose – but, when it comes to cities, I’m more with Brookings.

I believe the state of cities (or, if you prefer, the future of metros) has never looked brighter in my lifetime. Yes, the inequality created by wealth distribution in our country is appalling; so is our educational performance; and many people are still hurting from the recession.

But, if you think cities are hurting now, you should have seen them 20 or 40 years ago, when whole districts were being burned to the ground and people of means were fleeing as fast as they could, taking their tax dollars and businesses with them. Crime was so rampant and scary in inner cities that smug suburbanites would have friendly debates about whose inner city was the real “murder capital” of the country.

By comparison, it’s amazing how much positive energy there is in cities (and, to be sure, in metro areas) today. Suburban sprawl has been slowed considerably. Inner cities are growing again. People of means, especially young people, want to be in cities today. While that carries its own set of challenges, I would submit that addressing the challenges of gentrification is a far better problem to have than coping with massive abandonment and rampant crime. It’s telling, by the way, that crime is not mentioned even once in State of the Cities: 20 years ago the report would have been considered hopelessly naïve without discussing it. There is a lot of good news about cities, but you’ll have to read the Brookings book to learn much about it.

On what do the authors agree?

A significant point on which both The Metropolitan Revolution and State of the City agree is that there is no longer a bright-line demarcation between “cities” and “suburbs.” But that’s because if suburbs – especially inner suburbs – are now dealing with problems once thought to be located only in inner cities, our inner cities are now enjoying a resurgence of social and economic activity once thought to be the hallmark of suburbs. To me, there’s more good news than bad in the new paradigm.

Which is certainly not to say that we can afford to ignore the very real negative trends that threaten our most vulnerable citizens. To the contrary, we should find ways to harness the positive energy in cities and metros to address the problems afflicting those left behind by progress.

My guess is that the Brookings authors and Living Cities authors wouldn’t disagree much on the underlying facts. They just each believe they have a story that needs telling. If their two stories have very different points of emphasis, they are both worth knowing.

German 'Algae Experiment' Powers Houses



Can you imagine a house powered not by sun, wind or coal, but by living algae? A group of graduate students at the University of Cambridge can … and their idea has won them international recognition. Practising what they call “algaetecture,” the students designed an “Algae House” they say could provide a model for future energy-efficient living. In such a model, the house’s residents would get the energy they need from the hydrogen and bio-mass created by the cultivation of algae.

The Algae House design, created by graduate students in the university’s Departments of Architecture and Engineering, was awarded first prize in an international design competition run by SASBE2009 — the third CIB International Conference on Smart and Sustainable Built Environments. The competition challenged students to propose a concept of a small home that produces enough sustainable energy to equal out energy consumption.

The Cambridge team’s winning design uses in-built algae tubes and a photo bio-reactor to generate hydrogen. A glazing system and water pool are incorporated into the design to mitigate — reflect and cool — the sunlight the algae need to thrive. According to the students’ estimates, the house would produce 4,100 kilowatt-hours of hydrogen and bio-mass per year — enough to drive an electric MINI E car from London to Beijing and back twice over .

“Algae and people may not present themselves as obvious bedfellows, but through this project we hope to show that the integration of algae as an energy generator within a house is not only feasible, but that it opens up many exciting architectural possibilities for green living,” said Karuga Koinange from the Department of Architecture.

The competition, held at Delft University of Technology in the Netherlands, was organised and sponsored by the International Council for Research and Innovation in Building and Construction (CIB), the Passive and Low Energy Architecture association (PLEA) and the International Initiative for a Sustainable Built Environment (iiSBE). The students presented their work throughout the week-long proceedings to a variety of conference attendees, including the Dutch Crown Prince, Willem Alexander.

Interstitial – Between Architecture and Landscape

The nexus between architecture and landscape – the interstitial space – is a fascinating place for a designer. It is the very edges of things; in nature, in objects and in buildings that are always the most interesting places to me. In the natural environment, it is that fuzzy boundary where the ocean meets the sand, the estuaries where freshwater meets saltwater or where the open forest turns to open grassland. In nature, edges are typically the most rich and fertile areas as resources are available from two different environments.

With this in mind, what I’d like to focus on is the interstitial both at the edges of buildings and site as well as the spaces immediately adjacent. Sometimes there’s a clear visual and physical delineation between the building and the related external space, in other projects they tend to overlap and combine, however most commonly we find they tend to inform each other.

Many years ago in a volume of the magazine Places – by the way, the archive is available to download – there was a great definition of these three approaches, or ‘modes’ as the author (Reuben Rainey) called them, in the relationship of architecture and landscape that captures a way of considering the interstitial space.

These modes are: Contrast, Merger and Reciprocity.

I’ll just briefly explain them and then you may want to consider these modes while viewing the selected buildings below. The first mode, Contrast, is fairly obvious and is considered where architecture is juxtaposed with the natural or cultural landscape. Acting as a counterpoint, the building exerts an visual and physical influence of the immediate context through a combination of scale, profile, colour and finishes. There is no transition into landscape at all so that the intrinsic qualities of each are accentuated via Contrast.
The next mode, Merger, is the polar opposite and is where architecture blends or appears integrated with the natural or cultural landscape. Reuben notes that in this mode the building form may reflect the surround topography or even be placed underground to entirely merge with the landscape.
Reciprocity is the third mode and most commonly found. Architecture influences, modifies and shapes the landscape and landscape influences, modifies and shapes the architecture. Each mutually benefits which tend to lead to richer, more complex buildings and spaces. The Reciprocity strategy may be as direct and formal as an extension of the building grid into the landscape or more subtle where the external space transitions into the building and interlocks the interior and exterior.
Of course, in the complexities of design there are contradictions. These three approaches often appear together in one building to accentuate each element in response to formal considerations or perhaps react to functional or climatic conditions. From the examples illustrated above, it could be argued that Fallingwater simultaneously merges and contrasts with the site context. Nevertheless, these modes are readily identifiable if you pause and look closely.

The Adapters: Indigenous architecture provides some important lessons in building with nature rather than against it.

Resilience is everywhere. Do we see it? Or do we conceal this essential component of our survival in clever engineering and hidden dynamics out of some cultural embarrassment? Contemporary features of structural resilience are known to builders, but must be taken on faith by citizens who find themselves more concerned with the fresh failures enabled by our digital age. We learn of the unanticipated vulnerability of urban residents who find themselves as alone and imperiled by a wireless network outage as they once were by fire and smoke.

The oldest human structures carry their message of resilience on the outside. Outward fragility guarantees flexibility in the face of the elements. Ease of construction ensures a quicker rebuilding and recovery. The diminutive scale contains the risk at the low end of potential casualties while always retaining the possibility of escape. These are structures built not to a code based on probabilities but dedicated to the certainty that while our earth delivers forces that cannot be withstood, it also always provides us with higher ground. Tides have lines, fires burn themselves out, and the ground eventually stops shaking.

We have serious challenges to our well-developed human resilience in a seven-billion-person world that finds itself concentrated in cities close to the water’s edge. It may require enormous energy and investment to retool our collective sense of resilience, to scale our expectations, and to be more ready than ever in human history to embrace sudden new realities and alternatives. But if we look carefully at the record of human success, it is our adaptations that distinguish us more than our loyalty to ancient traditions and inflexible values. The greatest monuments are the ones that vanished, succumbing to the narrative of erosion and change while humanity moved humbly forward. Despite the challenges of our era and the potentially grim mathematics of changes perhaps already in the cards, resilience, it can be said, is alive and well. Mostly, it is alive.
